About the proposal

Bridgewell and SLD are proposing a new mixed-use development in Maroubra, to be lodged with the Department of Planning, Housing and Infrastructure (DPHI) early 2026. 

The proposal includes:

  • Demolition of existing buildings at 251–257 Maroubra Road and 133-135 Garden Street 

  • Construction of a 9-storey residential building and childcare centre, including:  

  • Approximately 120 apartments including 15% affordable apartments 

  • Communal indoor and outdoor spaces for residents to enjoy  

  • Landscaping and public domain improvements to enhance the streetscape  

  • Basement parking to service residents and the childcare centre 

  • Public art informed by Indigenous design principles  

This project aims to deliver high-quality homes for current and future residents, with a strong focus on connectivity, liveability, and affordability. 

The proposal aims to provide a series of benefits, including:

  • Providing much-needed new homes close to public transport, including affordable housing  

  • Supporting young families by providing a new childcare centre with indoor and outdoor play areas 

  • Enhancing the street view by providing more greenery and public art  

Supporting Housing Targets 

Housing is a key priority for the NSW Government acknowledging the need to meet the short fall of diverse and affordable well-located homes in the State. As part of its commitment under the National Housing Accord, NSW has set an ambitious target to deliver 377,000 new homes by July 2029. 

The proposal supports broader planning goals set by the NSW Government and Randwick City Council to increase housing supply in well-connected areas. It aligns with three key government initiatives and strategies:

Housing Delivery Authority  

The Housing Delivery Authority (HDA) pathway was introduced by the NSW Government as part of broader planning reforms aimed at accelerating the delivery of new housing across the state. Designed to streamline approvals for large-scale residential developments, the pathway allows eligible projects to be assessed as State Significant Developments (SSD) under the DPHI.  

Alignment with Randwick City Council’s Local Strategic Planning Statement  

The proposed development supports the local strategic directions outlined in Randwick City Council’s Local Strategic Planning Statement (LSPS) by contributing to housing diversity and urban renewal within a key strategic centre.

  • The proposal is being designed by BKA Architecture, a Sydney-based studio known for its thoughtful approach to design that puts users first. BKA brings extensive experience in delivering high-quality, community-focused projects across residential, educational, and civic sectors.

  • The proposal includes a commitment to affordable housing, with 15% of the building’s Gross Floor Area (GFA) dedicated to affordable units. These homes will be managed by a registered community housing provider and will remain affordable for a period of 15 years, helping to support housing diversity and accessibility within the local area.

  • The proposal has been identified as State Significant by the NSW Government’s Housing Delivery Authority due to its scale and strategic importance in supporting housing delivery. The SSDA pathway allows for a coordinated assessment process led by the NSW Department of Planning, Housing and Infrastructure, which includes a public exhibition period and opportunities for community input.

  • The Housing Delivery Authority (HDA) is a newly established government body in New South Wales aimed at streamlining the approval process for major residential housing projects to address the housing crisis. BWSLD submitted an expression of interest to the HDA for the proposal, which was assessed against criteria to determine it can be declared as a state significant development.

  • The proposed apartments are build-to-sell, meaning they will be available for individual purchase rather than retained for long-term rental by a single owner or operator. A portion of the development (15% of the Gross Floor Area) will be dedicated to affordable rental housing, managed by a registered community housing provider for a period of 15 years.

  • The childcare centre operator has not yet been appointed, but discussions are underway to identify a suitable, experienced provider who can deliver high-quality early childhood education and care. The final capacity of the centre will be determined through the detailed design and planning process, taking into account community needs, regulatory requirements and site constraints.

  • The design team is preparing studies to assess and minimise impacts on neighbouring properties, including overshadowing and view loss.

    The proposal will follow the Apartment Design Guide (ADG) principles, which aim to optimise solar access and protect amenity for both future residents and neighbours. 

  • A Traffic Impact Assessment is currently being prepared to understand how the proposed development may interact with the surrounding road network. The proposal will also include basement parking to accommodate residents, visitors, and users of the childcare centre to help manage on-street parking and traffic flow.

  • A Construction Management Plan will be developed to minimise disruption, including measures for noise, dust, traffic and safety. Community communication will be a priority, with updates provided throughout the construction period. 

  • The target lodgement for the SSDA is early 2026. Subject to approvals, construction is estimated to commence in the first half of 2027, and project completion is estimated in the first half of 2029.    

  • Affordable housing is for people on low to moderate incomes, such as key workers like nurses and hospitality staff, and is offered at below-market rent. Social housing is government-subsidised and typically for people on very low incomes or with complex needs. This project includes affordable housing only, managed by a registered community housing provider.
